New CDSE Guidelines

The new CDSE guidelines have been released by the Office of Liquor, Gaming and Racing (OLGR). These guidelines are effective for the 2007-08 CDSE year. The fundamental principles of the CDSE scheme remain. The percentage of CDSE funds allocated to Category 1 and 2 remains at a 50:50 split and clubs retain autonomy in funding decision, based on consultation with the Local Committee. There are, however, a number of changes in the
revised Guidelines which:
- recommend that clubs allocate a minimum of 75 per cent of Category 1 funds in accordance with Local Committee (LC) recommendations;
- require clubs to indicate which funding is allocated in accordance with LC priorities when submitting their annual CDSE return to the Casino, Liquor & Gaming Control Authority;
- limit in kind expenditure at 20 per cent of combined Category 1 and 2 funding. However, clubs may apply to the Commissioner of the OLGR for exemptions to the 20 per cent limit;
- require that OLGR provide each LC with an estimation of CDSE funds available for the relevant Local Government Area (LGA);
- require that for CDSE grants exceeding $10,000, the club and benefiting organisation must enter into a formal contract (a template agreement will be provided to clubs);
- allow Category 1 and 2 expenditure to be provided to projects or activities that involve more than one LGA;
- allow non-profit cultural and visual/performing arts activities to be funded via Category 2 expenditure;
- deems ineligible the funding of political parties and/or industry associations; and
- allows for LCs to include representatives of the local aboriginal community where appropriate.
