In April 2007, the NSW Premier publicly announced the Independent Pricing and Regulatory Tribunal (IPART) review into the NSW Registered Clubs Industry. The review examined and made recommendations on the role and performance of the industry in three general areas;

• Registered clubs' role in the community
• The financial viability of the industry; and
• Options for strengthening industry performance.

IPART released its Report of the Review of the NSW Registered Clubs Industry in June 2008. The report strongly supports the NSW Club Movement arguing that clubs make a positive social contribution to the State and should be supported.

The Report includes 69 recommendations on key issues such as enhancing club’s social contributions, improving clubs’ financial reporting and use of benchmarking, diversifying clubs’ operations, plans for amalgamations, corporate governance and professional development for directors, and establishing a Club Viability Panel to identify and help financially distressed clubs.

In December 2008 four sub-committees were formed comprising key club industry representatives to refine IPART’s recommendations and to develop an implementation plan in the key areas of the Report being the Club Viability Panel, Corporate Governance, Constitutional Reform and an Industry Management Plan. The sub-committees’ advice on how to implement the recommended reforms is continuing into early 2009.
