The Vibrancy Tranche 3 Reforms commenced on 24 November 2025, building on earlier changes introduced in 2024 and 2023. These reforms are designed to support a thriving night-time economy and strengthen the music and cultural sectors that make our communities vibrant.
What’s Changing?
The latest reforms include:
- Improved patron and staff safety measures
- Removal of outdated conditions that have restricted late-night business activity
- Greater flexibility in operating and trading hours

Upcoming Webinar
L&GNSW will host a webinar on 19 February 2026, featuring a Q&A session. This session will focus on the safety initiatives within Tranche 3 of the Vibrancy Reforms and include the following topics:
- Managing intoxication on licensed premises
- Exemptions for permitting intoxication offences
- Enhanced disciplinary powers for addressing serious safety risks
- Removal of competency cards
